Pollution Prevention and Good Housekeeping for Municipal Operations
With regard to Oneida County Department of Public Works activities, the Pollution Prevention and Good Housekeeping minimum control measure focuses efforts on ensuring that DPW facilities and operations are managed in ways that will minimize contamination to stormwater discharges emanating from these facilities. Facilities may include, but are not limited to, County owned or operated buildings, campuses, public works facilities, and infrastructure. Various operation and maintenance activities addressed may include, but are not limited to: street and bridge maintenance; road salt storage and application; vehicle and fleet maintenance; stormwater system maintenance; solid waste management; open space maintenance; and pesticide and fertilizer applications.
The Oneida County DPW has developed a written "Municipal Pollution Prevention Plan" (August 2007) that considers the following components: 1) management practices, policies and procedures; 2) prioritization of efforts based on geographic areas of concern, potential to improve water quality, facilities or operations in most need of improvement, and the regulated community's capabilities; 3) employee training on how best to incorporate pollution prevention/good housekeeping techniques into operations; and 4) requiring contractors to also implement pollution prevention and good housekeeping practices.
In addition, the plan specifically requires the DPW to assess and evaluate their facilities and operations and, if necessary, implement changes to help ensure a reduction in the amount and type of pollutants in stormwater. To accomplish this, the plan suggests DPW perform self-assessments of operations and facilities at least once every three years. Extensive guidance documents and forms are provided in the County's plan.
To meet the Pollution Prevention and Good Housekeeping program requirements, the Oneida County Department of Public Works has selected the following Best Management Practices (BMP's) and activities to ensure the reduction of all pollutants of concern (POC) in stormwater discharges to the maximum extent practicable.
Municipal Facilities and Operations Assessment
Description of BMP/Activity:
The Oneida County DPW has conducted facility and operations self-assessments to determine the sources of pollutants potentially generated by each facility and/or operation. This information is included within Section 3 of the Oneida County DPW "Municipal Pollution Prevention Plan" (August 2007).

Employee Training Program
Description of BMP/Activity:
The DPW's Municipal Pollution prevention Plan describes training to staff whose work may potentially influence the quality of stormwater. Such staff may include highway personnel and building and grounds crews. The training program suggests annual training to inform and educate employees on proper pollution prevention and good housekeeping techniques and provides training logs to document topics and employees who have received the training.

Conveyance System Inspection and Cleaning Program

Inspect and clean all conveyance system structures (including ditches, piping, basins, and manholes) on a regular basis to remove potential pollutants and debris, prevent clogging of the system, restore system capacity, and ensure the system functions properly

Street Sweeping Program
Description of BMP/Activity:
Streets and parking areas can contribute a number of substances to stormwater runoff, such as trash, suspended solids, and oil and grease. The Oneida County DPW routinely completes street sweeping and parking lot sweeping to prevent or reduce the discharge of pollutants from roadways, streets, and parking areas.

Vehicle and Fleet Maintenance Program
Description of BMP/Activity:
The maintenance and repair of municipal vehicles or equipment is a significant source of potential stormwater pollution. Engine repair and servicing, vehicle washing, replacement of fluids, and outdoor equipment storage can impact stormwater runoff and water quality. Implementation of a vehicle and fleet maintenance program will help to prevent or reduce the potential discharge of pollutants to stormwater.
Vehicle and fleet maintainence is addressed within the County DPW's "Municipal Pollution Prevention Plan". Additionally, procedures for spill containment, clean-up and reporting will be included as part of the Spill Prevention, Clean-up and Containment Plan currently being developed.

Deicing Materials Application and Storage Program
Description of BMP/Activity:
The Oneida County DPW addresses deicing materials as part of the August 2007 "Municipal Pollution Prevention Plan". It is recognized that stormwater can become contaminated when road salt or similar materials wash off or dissolve into water after application, during handling and mixing, or from uncovered storage areas. A road salt storage and application program is addressed in Section 3.2 of this plan and various management practices are included within Appendix A and C of the plan.

Spill Response Program
Description of BMP/Activity:
Spills and leaks, if not properly controlled, can adversely impact the storm drain system and receiving waters. Due to the type of work or the materials involved, many activities that occur at a county facility have the potential for accidental spills and leaks. Proper spill response planning and preparation can enable employees to effectively respond to problems when they occur and minimize the discharge of pollutants to the environment. An effective spill response and control plan often includes: spill/leak prevention measures; spill response procedures; spill cleanup procedures; reporting; and training. More specifically, the plan may include: a description of the facility (including the address, activities and materials involved, and identification of key spill response personnel on-site); material handling procedures; and spill response procedures.
An Oneida County DPW Spill Prevention, Containment and Clean-up Plan is currently being developed.

Regulated MS4s are required to collect and report information about the development and implementation of their stormwater program. Specific information that the MS4 is required to collect is included in the Annual Report and reflected in related Self-Assessments. MS4s are, however, encouraged to identify "Measurable Goals" that will help them evaluate accomplishments and progress over time. The following "Measurable Goals" have been specifically identified for this Minimum Control Measure:
- Number of facilities and operations assessed
- Miles of streets swept
- Acres of parking lots swept
- Number of catch basins inspected
- Number of catch basins cleaned
- Number of training events
- Number of employees at training programs
Activities and BMPs that have been accomplished to date for this Minimum Control Measure are included within the required MS4 Stormwater Annual Report form and Municipal Compliance Certification.
